I asked my ISP about the diff between DKIM in my Bcc: and public
destinations and they wrote over the night to me:

    Sehr geehrter Herr Apitz,
    
    gerne haben wir das auch für lokale Mails geändert. Einen technischen
    Unterschied macht das allerdings nicht.

i.e. they changed it now for "local mails" also.
