psql.c patch

After making a complete fool of myself by posting a poorly
tested (and conceived) patch to psql to enable 
specification of a space or tab as a field separator, I 
have posted a different and hopefully more intelligent
patch to the patches list. A more detailed message
has been sent to the patches list.

Please review and fix it as necessary and as time permits.
