Since the last posted version of the patch fails, attached is a rebased version.
Written upthread were performance results and some benefits and challenges.
I'd appreciate your feedback/comments.

  3. Optimize DropRelFileNodeBuffers() for recovery.

  4. Cache smgrnblocks() results in recovery.

  5. Add a check to prevent overwriting valid data if smgrnblocks() gives a
