I found another issue in the patch; ILIKE in WHERE clause doesn't work.
It was surprising because LIKE in WHERE clause and ILIKE in SELECT list
works expectedly.
- SELECT * FROM pg_class WHERE relname LIKE 'pg%'
- SELECT relname ILIKE 'pg%' FROM pg_class;

postgres=# SELECT name, setting FROM pg_settings
WHERE name IN ('lc_ctype', 'lc_collate', 'server_encoding');
name | setting
-----------------+---------
lc_collate | C
lc_ctype | C
server_encoding | UTF8
(3 rows)
postgres=# SELECT * FROM pg_class WHERE relname ILIKE 'pg%';
ERROR: no collation was derived
