1. pgdg 16 package repo failure from missing repomd.xml.asc

   Hi,
   
   The gpg key (repomd.xml.asc) is missing from this repo at
   https://ftp.postgresql.org/pub/repos/yum/16/redhat/rhel-9-x86_64/repodata/

   I'm running Rocky 9.6, and installed the pgdg repo, and only
   postgresql 16 is failing the gpg signature checks because of this
   missing file (zero size). All other pg versions are working, and I see
   the file was regenerated today as a zero size so maybe a build
   pipeline failed?
