Probably "= on", since this does work:
ALTER TABLE foo SET (autovacuum_enabled = off);
ALTER TABLE foo SET (autovacuum_enabled = on);

This raises the question "why are you explicitly
enabling autovacuum_enabled in the CREATE TABLE statement?", since
autovavuum should be globally enabled.
