Yeah that's right, fixed. Moved the partitioned table check early.
This also showed that there is no need for is_partitioned_table
variable. Accordingly adjusted the code.

  16. Fix reporting of violations in ExecConstraints, again.

  17. Don't scan partitioned tables.

  18. Allow FDWs to push down quals without breaking EvalPlanQual rechecks.
