FYI - v19 --> v20

(Only very minimal changes. Nothing functional)

Changes:

* The v19 patch was broken due to changes of commit [1] so I have
rebased so the cfbot is happy.

* I also renamed the TAP test 021_row_filter.pl ==> 023_row_filter.pl
because commit [2] already added another TAP test numbered 021.
