Some review comments:

Hm, yes, and RepackWorkerShutdown will detach the queue. But
ProcessRepackMessages does not react somehow to SHM_MQ_DETACHED - just
ignores. Or am I missing something?
And looks like it applies to all wait-loops related to repack.
