I can see parallel_send_timeout idea could be useful somewhat but I'm concerned users can tune this value properly. It's likely to indicate something abnormal or locking issues if LA waits to write data to the queue for more than 10s. Also, I think it doesn't make sense to allow users to set this timeout to a very low value. But if we use logical_decoding_mode also on the subscriber, as Shveta Malik also suggested, probably it's better to rename it so as not to confuse. For example, logical_replication_mode or something.
