The existing (and standard) syntax is WITH ctename AS (query).

Syntaxes that have been suggested for explicitly controlling the
materialization are along the lines of:

WITH ctename AS [[NOT] MATERIALIZED] (query)

(MATERIALIZED is already an un-reserved keyword)
