bg worker: patch 5 of 6 - splitting

Splits the coordinator and background worker infrastructure code into 
separate source and header files, namely the additional coordinator.c 
and coordinator.h files, taking stuff from autovacuum.[ch]. Again, 
hopefully no functional change.
