Problem with Postgres SQL

While inserting a record in a database
if the sentence consists of  ' (tick) then the ? (question mark)
appearing after it is replaced with NULL.
We replace ' (tick) with \' to not consider it as field start or
closure.

However if the sentence consists of 2 ticks then the ? following it
remains a ?.

Please Help!!
