Industrial-Strength Logging

It's rude, it's crude, but it's finally here!

The mods for the logging subsystem have been posted to pgsql-patches
for your amusement and edification.

Or whatever.

At the moment it does nothing but start itself up, channel a message
every time a backend starts, and leave some slop hanging around the
system when you shutdown, but I hope that its potential will shine through anyway.
