1. pgstattuple does not contain CHECK_FOR_INTERRUPTS()

   Hi,
   
   pgstattuple (and pgstatindex) does not contain CHECK_FOR_INTERRUPTS().
   Therefore, we can not stop pgstattuple() by using the signal while a
   large table is processed.
   
   Here is the patch to solve it.
