Unfortunately, no. The inline + constant argument
optimization requires "static".

How about the following?

NextCopyFromRawFieldsInternal(CopyFromState cstate, char ***fields, int *nfields, bool is_csv)

    ...

bool
NextCopyFromRawFields(CopyFromState cstate, char ***fields, int *nfields)
{
