This patch is failing to compile on Windows:

  C1083: Cannot open include file: 'libpq-fe.h': No such file or
  directory [C:\projects\postgresql\pg_amcheck.vcxproj]

It looks like you forgot to tweak the scripts in src/tools/msvc/.
