This makes the function FlushRelationBuffersWithoutRelcache useless, which was introduced in this work. The first patch reverts it, then the second patch adds the bulk sync feature. The new function FlushRelFileNodesAllBuffers, differently from DropRelFileNodesAllBuffers, takes SMgrRelation which is required by FlushBuffer().
