The delta patch turned out to have at least one stupid bug, and a few non-stupid bugs. Here's an updated version that should behave correctly, and addresses all reported problems. (One minor issue Jaime found and I hadn't listed is that alter_index and alter_table SGML pages said "ATTACH" instead of "ATTACH PARTITION". Fixed those too for this version.)
