From my outsider point of view the big difference is that the probablility of $RANDOM_PATCH being reviewed during features freeze is very much greater than at any other time. So the best way to get a patch completed is to post it sometime before FF and after FF use the subsequent feedback to improve it. If we can fix the disparity I think most of the problems will go away... Ofcourse, posting just prior FF doesn't help, but I think that's a chicken/egg problem. People do what works.
