if you have DBD::Pg and DBI, check out their respective
manpages. that's the easy way to get into postgres from perl.

as far as having perl available from inside postgres, check out
the plperl module/package/thingie.

so you're looking for either

	DBD::Pg and DBI
	or
	plperl (on debian, it's in package libpgperl)
	or
	both. :)
