It depends....

I use vi, and specify the environment variable
"PSQL_EDITOR" in "/etc/profile.local", thus:

export PSQL_EDITOR="/usr/bin/vi"

then when I want to edit a file, from within psql,
type:

\e /path/tp/file.sql

:-) easy.
