but no duplicate cities per county. (right?)

maybe not. double-check that.

for sparsely-populate counties i'd bet that one zip code can
cover a lot of area, maybe even crossing county boundaries.

really? that's just plain mean. (at least it backs up the
cross-county theory i whipped up, above.)
