IMHO, replacement of a core member should be treated the same as bringing in a new core member, which, IIRC, is by invitation and vote of the balance of the core members. If a replacement is immediately necessary, that is. Having five core versus six core isn't a great handicap, as the potential replacement pool consists of people who are already doing development now.
