    I'm guessing this isn't network related but "malware detection" related.  This
    is the text that I assume your download dialog in Firefox shows, I can
    replicate that in my Firefox:
    
    	"This file is not commonly downloaded.  This file is not commonly
    	downloaded and may not be safe to open.  It may contain a virus or make
    	unexpected changes to your programs and settings."
    
    Firefox is trying to help you by applying horribly broken heuristics which make
    no sense, and it's been a thing that pops up for years.  See the below link for

    You can opt-in to download the docs by clicking the "Allow" button, there is
    nothing we can do on postgresql.org to make it go away.
