Problem Description:

the USE_SYSLOG define is in "config.h", which is not included when trace.c tries to include <syslog.h>

Test Case:

enable USE_SYSLOG in include/config.h
compile

Solution:
---------
move the #ifdef/#include <syslog.h>/#endif
to below the #include local include files"
