1. BUG #18661: Libcurl.dll could not be found

   When I use <postgresql-17.0-1-windows-x64-binaries.zip> for installation, I
   can't open stackduilder.exe after the installation is completed. Libcurl.dll
   could not be found for promotion. However, this problem does not exist when
   installing with exe program.
