Oh, you're right.  So it worked without any Makefile changes because
the Makefile already had

override CPPFLAGS := -I$(top_srcdir)/src/include/snowball \
	-I$(top_srcdir)/src/include/snowball/libstemmer $(CPPFLAGS)

but meson.build had failed to duplicate that.
