It introduces another attribute to PROC , proc->nonInVacuumXmin and computes this in addition to prox->xmin inside GetSnapshotData. When (and only when) GetOldestXmin is called with ignoreVacuum=true, then proc->nonInVacuumXmin is checked instead of prox->xmin.
