    The postgresql12-devel-12.20-1PGDG.rhel8 rpm requires
    'perl(PostgreSQL::Test::Utils)' and nothing else in the repository provides
    it.
    The older postgresql12-devel-12.19-3PGDG.rhel8.x86_64 does provide it.
    
    While using rpmbuild/mock:
    Error: 
     Problem: cannot install the best candidate for the job
      - nothing provides perl(PostgreSQL::Test::Utils) needed by
    postgresql12-devel-12.20-1PGDG.rhel8.x86_64 from pgdg12

    Thanks for the report and apologies for the inconvenience. 12.20-2
    packages are in the repo which fix this issue. (For the archives: 13.16-
    2 and 14.13-2 are also in the repos)
