SELF Installing NT pgsql ?

Hi
Using PgSQL NT binaries, I need an SELF Installing EXE archive that would
automatically install a PgSQL server and run it.
[assume :  dB:test  and user:administrator and path of cygwin1.dll]
Does anybody know an web address or might build such an app.
