I am definitely in favor of doing that, better to see them skipped rather than
having to remember to opt in.  We even do so already to some extent already,
like for example the SSL tests:

    if ($ENV{with_ssl} ne 'openssl')
    {
        plan skip_all => 'OpenSSL not supported by this build';
    }
