Update time zone data files to tzdata release 2024b.

Update time zone data files to tzdata release 2024b. Historical corrections for Mexico, Mongolia, and Portugal. Notably, Asia/Choibalsan is now an alias for Asia/Ulaanbaatar rather than being a separate zone, mainly because the differences between those zones were found to be based on untrustworthy data.
