Fix the MSVC build process for uuid-ossp.

Catch up with commit b8cc8f94730610c0189aa82dfec4ae6ce9b13e34's
introduction of the HAVE_UUID_OSSP symbol to the principal build
process.  Back-patch to 9.4, where that commit appeared.
