Subject: [PATCH v4 6/6] Add new pg_walsummary tool.
This can dump the contents of WAL summary files, either those in
pg_wal/summaries, or the INCREMENTAL_BACKUP files that are part of
an incremental backup proper.
XXX. Needs documentation and tests.
