Subject: [PATCH] Add a ZSTD compression method for server side compression.
This patch introduces --compress=server-zstd[:LEVEL]
Add tap test.
Add config option --with-zstd.
Add documentation for ZSTD option.
Add pg_basebackup help for ZSTD option.
